In an excellent neighborhood association critique of the 2020 plan (one of many), I found this to be a central issue:
"If the City Council truly wants to empower citizens and foster good, productive relationships with its neighborhoods..."
This is one way to understand what the City Council wants:
It may be useful to think about what City Hall is doing in NCR's Neighborhoods 2020 planning process, and in other city initiatives, as a colonial regime trying to increase the control and domination of its subjects. An example of its colonial mind-set is reflected in many current Neighborhoods 2020 recommendations that treat neighborhoods like City Hall colonies not allowed to have any shared decision-making power to determine the priorities and programs neighborhood residents most desire.
